How It Works

Nicotine Pouches Certification in Pakistan: A Practical Guide

What counts as a nicotine pouch in Pakistan?

A nicotine pouch is a small pre-portioned bag placed between the gum and lip. It contains nicotine but no tobacco leaf, so the nicotine is absorbed through the lining of the mouth. Pakistani standards call these products nicotine containing, tobacco-free oral products. That definition matters, because it separates nicotine pouches from oral tobacco such as naswar, and from nicotine replacement products licensed as medicines.

Which standard applies to nicotine pouches?

The Pakistan Standards and Quality Control Authority (PSQCA) has published PS 5468-2020, Nicotine Containing Tobacco Free Oral Product. According to PSQCA, it gives guidance on ingredient requirements and nicotine limits, and covers product information, labelling and certification. Public reporting on the standard describes ingredient disclosure, a nicotine limit of up to 20 mg per pouch, labelling guidelines and child safety warnings. We explain each requirement in our guide to the PS 5468 nicotine pouch standard.

Is nicotine pouch certification mandatory?

As of the latest public reports we could verify, PS 5468 had been approved but was still voluntary. The Ministry of Science and Technology and PSQCA were working on a statutory regulatory order (SRO) to bring nicotine pouches under the compulsory Certification Marks scheme, after a recommendation from the National Standards Committee in June 2025. Objections from the health ministry meant the decision moved towards cabinet level. The federal health ministry has also told the National Assembly that nicotine pouches are non-tobacco products outside its regulatory mandate.

In short, the rules are in motion. Businesses that test and label to PS 5468 now are in the strongest position if certification becomes compulsory, and they can show buyers a documented, standards-based product in the meantime. CEC checks the current position at the start of every engagement.

Our nicotine pouch certification process

  1. Scoping call. We confirm your role, products, strengths and target markets, and check the current regulatory position.
  2. Gap assessment. We compare your formulation, labels and documents against PS 5468 and list what needs to change.
  3. Laboratory testing. We coordinate testing of nicotine content and other parameters at a recognised laboratory, using several batches where possible.
  4. Quality system and factory readiness. For manufacturers, we prepare batch records, quality procedures and the evidence PSQCA looks for during evaluation.
  5. Application and follow-up. Where certification is sought, we prepare and file the PSQCA application, respond to queries and track it to a decision.
  6. Ongoing monitoring. We watch for SROs, standard revisions and surveillance requirements, and keep your file current.

Documents you will usually need

  • SECP incorporation or firm registration, NTN and sales tax registration
  • Full ingredient list with supplier specifications and certificates of analysis
  • Declared nicotine strength per pouch, with production tolerances
  • Recent laboratory test reports for each product and strength
  • Label and packaging artwork in its final form
  • Manufacturing site details, process flow and quality system records
  • For imports: supplier agreement, certificate of origin and shipping documents

Labelling and packaging checks

Packaging is where most nicotine pouch files fall short. Before you print, check that each can shows the product name, nicotine content, ingredients, batch and date information, manufacturer or importer details and the warnings required by the standard. Imported packs designed for other countries often miss Pakistan-specific details, so we review artwork before your next production or shipment.

How long does it take and what does it cost?

Timelines depend on whether your product already has test data, how many strengths you sell, and whether a factory evaluation is needed. A gap assessment can usually be completed within one to two weeks once documents are available. PSQCA fees and laboratory charges are revised from time to time, so we confirm them before filing. Our own fee is quoted after a short scoping call.

Related registrations for nicotine pouch businesses

Nicotine pouch businesses usually need several approvals beyond product compliance. Importers should read our guide to the import export licence in Pakistan and our explainer on PCT and HS code classification. Manufacturers often pair product compliance with ISO certification and laboratory compliance, and brand owners should protect their names through our intellectual property services.

This page is regulatory compliance information for businesses. It is not legal advice and it is not a recommendation to use nicotine products. Nicotine is addictive. Requirements for nicotine products in Pakistan may change, so confirm the current position with PSQCA and the relevant authorities before acting.
