Poultry Feed Registration

Poultry Feed Licensing & Registration in Pakistan

Poultry feed is a compulsory item in Pakistan. Every feed mill, private-label feed brand and importer must hold a PSQCA Certification Marks licence and meet Pakistan Standard PS 233-2012 before selling feed. Feed mills in Punjab and Khyber Pakhtunkhwa also need a feed licence from the provincial Livestock & Dairy Development Department. Connect Engineers & Consultants handles both: we confirm the applicable standard, prepare your file, set up your QC lab, pre-test samples and follow up until your licences are issued.

Yes. Poultry feed has been on the Government's list of compulsory items since SRO 979(I)/87 of 17 December 1987, with PS 233 as the governing standard. Balanced feed mixture for livestock is compulsory under PS 234.

Usually three layers: SECP company registration and an FBR NTN, a PSQCA licence for each compulsory feed product, and a provincial feed licence from the Livestock Department in Punjab or Khyber Pakhtunkhwa.

How It Works

Poultry Feed Registration in Pakistan: A Practical Guide

What is poultry feed registration?

In Pakistan, poultry feed registration usually means two separate approvals. The federal approval is a Certification Marks licence from the Pakistan Standards & Quality Control Authority (PSQCA), which confirms your feed conforms to PS 233-2012 (Poultry Feeds, 4th Revision). The provincial approval is a feed licence from the Livestock & Dairy Development Department, which allows you to manufacture, store, transport and sell compound feed in that province. Most feed mills need both. See our PSQCA product certification service for the wider PSQCA process.

Who needs it?

  • Feed mills producing broiler, layer or breeder feed
  • Brands selling feed under their own name, including feed made for them by another mill
  • Importers of finished poultry feed
  • Manufacturers of balanced feed mixture for livestock (PS 234)
  • Feed dealers and shops in Punjab, which the Livestock Department also registers

What does PS 233 cover?

PS 233-2012 prescribes the requirements and sampling for poultry feeds and their raw materials. It defines eight feed types across the layer and broiler lines, such as chick starter, grower, layer and broiler starter feed, and sets nutritional limits for each. PSQCA inspectors test your feed against those limits, not against your formulation sheet. Our detailed guide to PSQCA certification for poultry feed explains the standard in more depth.

Step-by-step process

  1. Scoping. We confirm which standards apply (PS 233, PS 234 or both) and which provinces you sell in.
  2. Company setup. If needed, we complete SECP registration and FBR tax registration first.
  3. QC lab readiness. We make sure you can test moisture and crude protein in-house, with calibrated instruments.
  4. PSQCA application. We prepare and submit your file with all supporting documents.
  5. Factory evaluation and sampling. PSQCA inspects the mill and draws samples. Its published schedule lists 500 g of poultry feed and 10 days for testing.
  6. Licence and marking. Once your feed conforms, the licence is issued and you may print the PS mark on your bags.
  7. Provincial feed licence. In Punjab, the application goes to the Feed Inspection Officer. Under the Punjab Animals Feed Stuff and Compound Feed Rules 2017, the fee is Rs 1,000, the licence is issued within 30 days if conditions are met, and annual renewal costs Rs 500.
  8. Surveillance and renewal. PSQCA keeps sampling from the mill and the market, so we help you stay ready.

Documents you will need

  • Company registration proof (SECP certificate, partnership deed or sole proprietor NTN) and owners' CNICs
  • Factory layout and location plan
  • Process flow chart, quality manual and quality plan
  • Raw-material purchase specifications (maize, soybean meal, rice polish, canola meal and others)
  • List of test equipment with calibration records, and details of QC staff
  • Test reports showing conformity with PS 233
  • Draft bag artwork

Our PSQCA certification checklist lists every item in detail.

Why feed mills get delayed

  • No in-house testing. Inspectors check testing capability early. Our QC laboratory guide and laboratory compliance service cover what to set up, and we supply lab equipment too.
  • Unreliable instruments. Uncalibrated moisture meters and balances produce results inspectors will not accept. Read our guide to calibration and traceability.
  • Market samples failing. Feed that absorbs moisture in storage or transport can fail long after it leaves the mill.
  • Printing the mark too early. Using the PS mark before the licence is granted is an offence.
