Buying a Mineral Water Plant in Pakistan: 12 Questions to Ask Before You Sign

Two quotations for a mineral water plant in Pakistan can look almost identical. Same capacity headline, same list of stainless steel vessels, similar bottom line. One of them will produce water that passes testing for years. The other will pass its first inspection and start failing eighteen months later, when the membranes are tired and nobody costed replacements.

The difference is rarely visible in the quotation. It sits in the questions the buyer did not know to ask.

Buyers negotiate hard on the headline figure and accept everything else on trust. These twelve questions move the negotiation to where it matters. Ask them before you sign, not after commissioning.

Before anyone quotes you a number

1. Have you tested my raw water, and can I see the report?

This is the question that sorts serious vendors from box shifters. Every downstream decision comes from the feed water analysis. Total dissolved solids set the membrane configuration. Hardness decides whether you need softening. Iron and manganese change the pre treatment. Arsenic changes everything.

A solid answer includes a laboratory report on your actual source, borehole or supply, covering physical, chemical and microbiological parameters.

A warning sign is a quotation issued before anyone visited your site. A vendor quoting from a phone call is quoting a catalogue, not a plant.

2. Is the capacity you quoted feed water or product water?

Capacity gets quoted in gallons per day or litres per hour, and the two figures that matter are not the same. Feed capacity is what goes in. Product capacity, the permeate, is what you can actually bottle and sell. The gap between them is the recovery rate.

A solid answer states product output explicitly and names the design recovery rate.

A warning sign is a single capacity number with no recovery figure attached. If your recovery is 55 percent and you planned production on the feed number, you have just lost close to half your expected output.

3. Where does the reject stream go?

Reverse osmosis produces concentrate as well as product. That stream carries the salts your plant removed, and in Pakistan it is frequently treated as somebody else’s problem until the first environmental query arrives.

A solid answer covers volume, disposal route, and whether any recovery of the reject is practical for non potable use on site.

A warning sign is a shrug. Reject handling is a design decision, not an afterthought, and it affects your running cost as well as your compliance position.

How your source changes every answer above

The same three questions produce different plants depending on where your water comes from. Worth knowing which conversation you are in before the vendor starts talking.

Borehole supply. Most common for a dedicated mineral water plant in Pakistan, and the most variable. Groundwater chemistry shifts by depth and by district, and in parts of Punjab and Sindh arsenic is a documented issue rather than a theoretical one. Boreholes also change over time, so a single analysis taken during commissioning is a snapshot, not a permanent description. Plan for periodic retesting.

Municipal supply. More consistent chemically, but you inherit whatever the network does, including chlorine residual and pressure variability. Pre treatment shifts accordingly and storage sizing matters more, because you are exposed to supply interruptions your borehole neighbours are not.

High TDS or brackish areas. Recovery drops, reject volume rises, membrane count goes up and running cost climbs with it. A design that works comfortably at one feed TDS can be marginal at another. This is precisely where a plant sized from a catalogue rather than an analysis underperforms, and where PakCEC most often gets called in after somebody else’s commissioning.

None of this makes the project harder. It makes the first question non negotiable. Test the water, then design the plant.

The engineering itself

4. Walk me through every treatment stage, and tell me what happens if we remove one.

A properly specified plant runs a sequence. Raw storage, oxidation and dosing, multimedia filtration, activated carbon, softening where hardness demands it, antiscalant dosing, micron cartridge filtration, high pressure pump, membranes, remineralisation, then disinfection before storage and filling.

Cheaper quotations quietly drop stages. Carbon gets undersized. Softening disappears. Antiscalant dosing becomes optional. Each omission saves money today and shortens membrane life tomorrow.

A solid answer explains the purpose of each stage in your specific water context.

A warning sign is a stage list with no reasoning attached, or a vendor who cannot say what a missing stage would cost you in membrane life.

5. How are you remineralising, and what will the sodium level be?

Reverse osmosis strips minerals along with contaminants. Water then has to be brought back into range for taste and for compliance. This is where a surprising number of Pakistani brands come unstuck.

The national regulator publishes quarterly monitoring of bottled brands, and failures cluster around a few parameters. Sodium exceeding permissible limits has repeatedly been one of them, alongside arsenic and bacterial contamination. In one widely reported round covering 176 samples from 20 cities, 28 brands were flagged as unsafe.

A solid answer specifies the dosing method and the target mineral profile against the applicable standard.

A warning sign is treating remineralisation as a taste question only. It is a compliance question with a taste side effect.

6. What disinfection stage sits before filling, and is the filling hall part of your scope?

Ozonation, ultraviolet treatment, or both, depending on design. Then the filling itself, which the standard expects to happen in aseptic conditions with food grade, hermetically sealed containers.

Plenty of quotations end at the treated water tank. The buyer then discovers that rinser, filler, capper and the hygienic environment around them are a separate purchase from a separate supplier, with nobody owning the interface.

A solid answer states clearly where the scope ends and who is responsible for the join.

A warning sign is any vagueness about the boundary. Interface gaps are where turnkey projects turn into two half projects.

7. What is the membrane replacement cycle, and what do consumables cost annually?

Membranes, cartridges, carbon media, dosing chemicals, and lamps all have finite lives. A plant that looks affordable on day one can carry a running cost that reshapes your unit economics.

A solid answer provides an annual consumables schedule with expected replacement intervals under your feed water conditions.

A warning sign is a vendor who has never been asked this. Feed water quality drives membrane life, which is another reason question one matters so much.

8. Is the plant instrumented, and can I see what it is doing?

Conductivity monitoring, pressure readings across stages, flow measurement on both product and reject. Without instrumentation you cannot tell a fouling membrane from a failing pump until product quality moves.

A solid answer covers what is measured, where, and whether readings are logged or merely displayed.

The compliance side, which the vendor may not raise at all

9. Which Pakistan Standard is my product being designed against?

This one catches almost everyone, because there is more than one answer and they are not interchangeable.

Bottled drinking water is legally categorised as a food product in Pakistan. That means the standards authority is not your only regulator. Provincial food authorities enforce at the point of sale, and your labelling has to satisfy pre packaged food rules as well as the water standard.

A warning sign is a vendor citing PS 4639 in its 2004 form. That revision has been superseded, and a supplier working from an outdated standard is telling you something about how current their compliance knowledge is.

10. Does the design let me hold a certification mark licence?

You cannot legally sell bottled water in Pakistan without a certification mark licence from the standards authority. The licence process involves documentation, product testing and factory inspection, and inspection assesses the facility, not just the water.

Design decisions made months earlier determine whether that inspection goes smoothly. Layout, material of construction, hygienic separation, and your in house testing capability all feature.

11. What laboratory capability do I need on site from day one?

A certification mark licence assumes you can demonstrate ongoing quality control. That means routine in house testing rather than sending samples out and hoping.

At minimum you are looking at basic physical and chemical testing, plus microbiological capability. What exactly you need depends on your product category and your source water.

A solid answer specifies the equipment list and where it goes in the facility layout.

A warning sign is a plant designed with no laboratory space allocated. Retrofitting a lab into a finished facility is expensive and usually compromised. PakCEC handles lab equipment specification as part of plant design rather than after it.

12. What happens after handover?

Commissioning, operator training, spares availability, and response time when something fails at two in the morning on a production day.

A solid answer includes a written commissioning protocol, a training programme for your operators, a recommended spares holding, and a defined support arrangement.

A warning sign is warranty language with no service commitment attached. A warranty replaces a broken part. It does not restart your production line.

A note on what this business actually demands

Bottled water looks like a simple product and behaves like a regulated food. Your brand can be sampled from the open market and named publicly in quarterly monitoring reports, which is a reputational exposure most new entrants do not price in when they compare quotations.

That risk is manageable, and it is managed at design stage rather than in crisis. Build the plant your water requires, allocate the laboratory space, cost the consumables honestly, and get the certification file built alongside the steel rather than after it.
