Many nicotine pouch brands sold in Pakistan are made abroad, so most new entrants start as importers or distributors. To import nicotine pouches into Pakistan legally and without delays at port, you need a registered business, the right tariff classification, clean documents and a product file that can stand up to questions from customs or PSQCA. This guide walks through each step in order.
Quick answer: To import nicotine pouches into Pakistan, register your business with SECP or as a sole proprietor, obtain an NTN and sales tax registration, enrol as an importer on the customs WeBOC system, and classify the product correctly. Under the 2022 Harmonized System, nicotine pouches generally fall under subheading 2404.91, “for oral application”, but confirm the national PCT code and duties for your shipment. Keep a product file with ingredients, nicotine strength, test reports and labels aligned with PS 5468-2020, the voluntary Pakistan Standard for tobacco-free oral nicotine products.
Step 1: Set up the importing business
Customs will only clear goods for a registered importer. Most serious importers use a private limited company, which also makes it easier to sign distribution agreements with foreign brands.
| Requirement | Why it matters |
|---|---|
| SECP company or registered firm | Legal entity that holds contracts and import documents |
| FBR NTN | Needed for tax and customs registration |
| Sales tax registration (STRN) | Required for commercial imports and onward sales |
| Active taxpayer status | Affects the withholding and other tax rates applied at import |
| WeBOC importer registration | Lets you file goods declarations with Pakistan Customs |
Our guides to the import export licence in Pakistan, sales tax registration and the Active Taxpayer List cover each of these in detail. If you are still choosing a structure, see SECP corporate services.
Step 2: Classify the product correctly
Getting the tariff code wrong is one of the most common reasons shipments are held.
What is the HS code for nicotine pouches?
The 2022 edition of the Harmonized System created heading 2404 for nicotine products intended for intake without combustion. Products that deliver nicotine into the body by oral application, which includes tobacco-free nicotine pouches, generally fall under subheading 2404.91. Products containing tobacco leaf are classified differently, so a pouch that contains tobacco is not the same as a tobacco-free pouch for customs purposes.
Confirming the Pakistan PCT code
Pakistan applies the HS at a more detailed national level through the Pakistan Customs Tariff (PCT). Duty, regulatory duty, sales tax and any additional charges are linked to the PCT code, and rates change with each budget. Confirm the current code and rates before you price your product. Our guide to PCT and HS code classification in Pakistan explains how to check a code and when to seek an advance ruling.
Step 3: Build a compliance file for the product
Pakistan has a dedicated standard for these products: PS 5468-2020, “Nicotine Containing Tobacco Free Oral Product”. As of the latest reports we could verify, certification under it was still voluntary, while the government considered making it compulsory. Importers who prepare now avoid a scramble if that changes. Our explainer on the PS 5468 nicotine pouch standard covers what it requires.
Your product file should include:
- A full ingredient list and specifications from the manufacturer
- Declared nicotine strength per pouch and per can, with batch tolerances
- Certificates of analysis and recent laboratory test reports
- Label and packaging artwork, including warnings and importer details
- Manufacturer details, factory certifications and quality system evidence
- Certificate of origin from the exporting country
Reports on PS 5468 describe a limit of up to 20 mg of nicotine per pouch. Check that every strength you plan to import sits within the current limit.
Step 4: Labelling for the Pakistani market
Imported packs often carry labels written for another country. Before shipping, check that the pack shows what Pakistani buyers and regulators will expect: product name, nicotine content, ingredients, batch and expiry or production date, manufacturer and importer details, and the warnings set out in the standard. Relabelling at port is slow and expensive, so agree the artwork with your supplier in advance.
Step 5: Shipping and customs clearance
- Agree incoterms, packing and documents with your supplier, including the commercial invoice, packing list, bill of lading or airway bill, and certificate of origin.
- File the goods declaration on WeBOC using the confirmed PCT code and declared value.
- Pay assessed duties and taxes, which are calculated on the customs value.
- Respond to any examination or document request, using your product file and test reports.
- Store the stock in suitable conditions and record batches for traceability.
If PSQCA certification becomes compulsory for nicotine pouches, imported consignments could also need evidence of conformity before release, as already happens for other compulsory items. Our nicotine pouches certification service tracks those developments for importers.
Step 6: Protect your brand
If you import under your own private label, or hold exclusive distribution rights, register the brand name and logo with the Intellectual Property Organisation of Pakistan before launch. A registered mark helps you act against copies and parallel imports. See our intellectual property services for trademark filing support.
Common mistakes importers make
- Using an outdated tobacco code instead of the nicotine product heading
- Importing strengths without checking the per-pouch nicotine limit in PS 5468
- Shipping packs with foreign-language labels and no importer details
- Starting imports before the business is on the Active Taxpayer List
- Relying on a supplier’s test report without checking the laboratory’s accreditation
Frequently asked questions
What is the HS code for nicotine pouches?
Under the 2022 Harmonized System, tobacco-free nicotine pouches for oral use generally fall under subheading 2404.91. Pakistan uses a more detailed PCT code, so confirm the national code and duties with customs or a licensed customs agent before importing.
Do I need a licence to import nicotine pouches into Pakistan?
You need a registered business, NTN, sales tax registration and WeBOC importer registration. As of the latest reports we could verify, PSQCA certification under PS 5468 was voluntary for nicotine pouches, but that position could change through a government notification.
Can an individual import nicotine pouches for resale?
Commercial imports need a registered importer with tax registrations. Bringing goods in for resale without them can lead to seizure and penalties.
Do imported nicotine pouches need Urdu labels?
Labelling requirements are set out in the standard and related rules. Check the current PS 5468 text and agree compliant artwork with your supplier before shipping.
How long does customs clearance take for nicotine pouches?
With correct classification and complete documents, clearance usually follows the normal timeline for consumer goods. Missing documents, unclear classification or examination requests are the main causes of delay.
