Copyright Registration in Pakistan: What It Protects, When to Register, and How

Copyright in Pakistan exists the moment an original work is created. You do not need to file anything for your software, website content, designs, photographs or written material to be protected. So why do businesses register copyright at all, and when is it worth doing?

This guide explains what copyright covers under the Copyright Ordinance, 1962, what it does not, why registration with IPO-Pakistan still matters, and who actually owns the work your staff and contractors create.

The short answer

Copyright protection is automatic, but a registration certificate from the Copyright Office of IPO-Pakistan is strong evidence of ownership. Register the works you would need to defend or license: software, brand artwork, marketing content, publications and product designs. For anything you would never enforce, registration adds little.

If protection is automatic, why register?

  • Proof in a dispute. A registration certificate is accepted as evidence of the particulars recorded in it, which shifts the burden onto the other side.
  • Faster takedowns. Marketplaces, social platforms and hosting providers act more quickly on a registered right.
  • Licensing and sale. Buyers, investors and licensees want to see a clean, recorded chain of ownership.
  • Deterrence. A registered work is less attractive to copy than one whose owner would first need to prove authorship.

Who owns the work: the question to settle first

Registration records who owns a work, so ownership must be clear before you apply. As a general rule, work created by an employee in the course of employment belongs to the employer, unless agreed otherwise. Work created by an independent contractor or agency usually belongs to the contractor unless there is a written assignment.

How copyright registration works

  1. Confirm ownership, and obtain a written assignment or no-objection statement from the author if the applicant is not the author.
  2. Prepare copies of the work in the form the Copyright Office requires, such as printed copies, images or source code extracts.
  3. File the application with the Copyright Office of IPO-Pakistan with the particulars of the work, author and owner, and pay the prescribed fee.
  4. The office examines the application and may raise objections or allow objections from others before entering the work in the Register of Copyrights.
  5. Receive the registration certificate and keep it with your other corporate records.
