Sales Tax Registration in Pakistan: How to Get Your STRN on IRIS (2026 Guide)

Sales tax registration in Pakistan: getting an STRN through FBR IRIS Form 14(1)

Sales tax registration gives your business a Sales Tax Registration Number (STRN) and puts it on the Federal Board of Revenue’s (FBR) sales tax records. Manufacturers, importers, wholesalers, distributors and Tier-1 retailers generally need one, and many buyers will not deal with an unregistered supplier because they cannot claim input tax on your invoices. This guide explains who must register, how the IRIS application works, which documents FBR asks for, and what you have to do after the STRN is issued.

Quick answer: To register for sales tax in Pakistan, get an NTN first, then file Form 14(1) on FBR’s IRIS portal with your business details, a bank account certificate, GPS-tagged photos of your premises and utility meter, and (for manufacturers) photos of machinery. Complete biometric verification at a NADRA e-Sahulat centre within 30 days. Once approved, your STRN appears in IRIS and you must file a monthly sales tax return.

What is an STRN and how is it different from an NTN?

The National Tax Number (NTN) registers you for income tax. The STRN registers the same person or company for sales tax under the Sales Tax Act, 1990. You cannot get an STRN without an NTN, so if you are starting from scratch, read our guide to NTN registration in Pakistan first. Companies also need their SECP incorporation in place before either number, as explained in our SECP company registration guide.

One more distinction matters. FBR administers sales tax on goods everywhere in Pakistan, and sales tax on services in the Islamabad Capital Territory. Sales tax on services in the provinces is collected by provincial authorities: the Punjab Revenue Authority (PRA), Sindh Revenue Board (SRB), Khyber Pakhtunkhwa Revenue Authority (KPRA) and Balochistan Revenue Authority (BRA). A service business in Lahore or Karachi therefore registers with its provincial authority, not only with FBR.

Who must register for sales tax in Pakistan?

Registration is compulsory for most businesses that supply taxable goods in the course of business. In practice, these categories need an STRN:

  • Manufacturers of taxable goods, unless they qualify as an exempt cottage industry
  • Importers of taxable goods, including commercial importers who resell
  • Wholesalers, distributors and dealers
  • Tier-1 retailers, such as chain stores and large outlets that FBR requires to integrate their point-of-sale systems
  • Exporters who want refunds of input tax on zero-rated exports

Businesses below these categories can register voluntarily. Voluntary registration often makes commercial sense when your customers are registered companies, because they can only claim input tax on purchases from registered suppliers. The exemption criteria for cottage industry and small retailers change through Finance Acts, so check the current thresholds with FBR or your tax adviser before you decide you are exempt.

What documents do you need for sales tax registration?

FBR’s sales tax registration guidance asks for the following with the IRIS application:

DocumentWho needs it
Bank account certificate issued in the business nameAll applicants
GPS-tagged photographs of the business premisesAll applicants
Electricity or gas consumer number with photos of the meterAll applicants
GPS-tagged photographs of machinery and the industrial electricity or gas meterManufacturers
CNIC of the proprietor, or of a director, partner or principal officerAll applicants
Incorporation certificate, or partnership deed for firmsCompanies and AOPs

Most rejections come from mismatches rather than missing papers: a bank certificate in a slightly different name, photos that are not geotagged at the declared address, or a utility connection registered to someone else without a tenancy agreement. Fix these before you submit.

How do you register for sales tax on IRIS? Step by step

1. Log in to IRIS with your NTN credentials

Use the same IRIS account that holds your income tax registration. If your NTN details (address, business activity, bank account) are out of date, update them through Form 181 first so the two registrations match.

2. Open Form 14(1) under the Registration menu

Select the sales tax registration form, then state whether you are a manufacturer or non-manufacturer. Companies and AOPs enter the CNIC of a director, member or principal officer.

3. Enter business, branch and capacity details

Provide the business name, date of acquisition, business activity, production capacity for manufacturers, and every branch or warehouse with its location. Declare all premises now; an undeclared warehouse found during verification causes delays.

4. Upload documents and submit

Attach the documents listed above and submit the form. Keep the acknowledgement. FBR can also verify premises before approving a new registration; a 2024 amendment to the Sales Tax Rules, 2006 restored pre-verification for fresh registrations, as reported by Business Recorder.

5. Complete biometric verification at NADRA e-Sahulat

Visit a NADRA e-Sahulat centre within 30 days of registration. If you miss this or verification fails, FBR removes the business from the sales tax Active Taxpayers List (ATL), and your customers can no longer treat your invoices as valid for input tax.

6. Download your STRN certificate

Once approved, the STRN appears in your IRIS profile and you can download the registration certificate. Share it with customers and add it to your invoices.

Which extra rules apply to importers, traders and Tier-1 retailers?

The 2024 amendments to the Sales Tax Rules added two controls aimed at fake and flying invoices:

  • Business capital declaration: importers, commercial exporters, Tier-1 retailers, wholesalers and distributors registered as individuals, AOPs or single member companies must submit a balance sheet showing business capital backed by assets held in the bank.
  • Annual biometric re-verification: registered individuals must re-verify at a NADRA e-Sahulat centre every July.

Missing either can restrict your ability to file returns until the Commissioner allows it. If you plan to import, your STRN is also one of the documents customs asks for when you register on the Pakistan Single Window.

What do you have to do after getting an STRN?

  • Issue proper sales tax invoices showing your STRN, the buyer’s details, value, rate and tax.
  • File a monthly sales tax return on IRIS, including a nil return in months with no sales. The return is normally due by the 18th of the following month, with tax deposited by the 15th, unless FBR announces an extension.
  • Charge tax at the correct rate. The standard rate on goods is currently 18%, but reduced rates, exemptions and further tax on supplies to unregistered persons all apply in specific cases.
  • Keep records of purchases, sales and stock so input tax claims survive an audit.
  • Update IRIS when your address, bank account, directors or business activity change.

Sales tax deadlines run alongside income tax, withholding and SECP filings. Our Pakistani compliance calendar shows how they connect, and our FBR tax compliance guide covers filing in more detail.

Common mistakes that delay sales tax registration

  • Applying before the NTN record shows the correct principal activity and address
  • Uploading ordinary photos instead of GPS-tagged photos taken at the declared premises
  • Registering a manufacturing unit without photos of the machinery and industrial meter
  • Missing the 30-day biometric window, which removes you from the ATL
  • Registering with FBR only when your services are taxable in a province, or with a province only when you also supply goods

Frequently asked questions

Is sales tax registration mandatory in Pakistan?

It is mandatory for manufacturers (other than exempt cottage industry), importers, wholesalers, distributors, dealers and Tier-1 retailers. Exporters register to claim refunds. Other businesses can register voluntarily.

How long does sales tax registration take?

Once a complete Form 14(1) is submitted on IRIS, registration usually takes a few working days, but premises verification or document queries can extend this. Biometric verification must follow within 30 days.

Can I get an STRN without an NTN?

No. You must have an NTN first. The STRN is linked to the same IRIS profile, so your NTN details should be correct before you apply.

Do service providers register with FBR or the province?

Services in the Islamabad Capital Territory are taxed by FBR. Services in the provinces are taxed by PRA, SRB, KPRA or BRA, so a provincial service business registers with its provincial authority.

What happens if I skip biometric verification?

FBR removes the business from the sales tax Active Taxpayers List. Buyers cannot treat your invoices as valid for input tax until you complete verification.

What is the sales tax return due date?

The monthly return is normally due by the 18th of the following month, with tax paid by the 15th. Nil returns are required in months with no sales.
